Houses in Multiple Occupation (HMO)

An HMO is a property rented by at least 3 people who are not from one household but share facilities like a bathroom or kitchen.

When HMO Licensing Applies:

  • Mandatory licensing: 5+ people from 2+ households
  • Additional licensing: varies by local authority
  • Selective licensing: certain areas only

HMO Standards Required:

  • Minimum room sizes (6.51m² for single, 10.22m² for double)
  • Adequate kitchen and bathroom facilities
  • Fire safety measures (alarms, fire doors, escape routes)
  • Electrical Installation Condition Report (EICR)
  • Gas Safety Certificate

Penalties for Non-Compliance:

  • Unlimited fine for operating unlicensed HMO
  • Rent Repayment Orders up to 12 months rent
  • Cannot serve Section 21 notice
