What this handbook covers, how to use it, and what has fundamentally changed for landlords.
The Renters' Rights Act received Royal Assent in 2025 and is the most significant change to private rented sector law in England in a generation. It has reshaped the relationship between landlords and tenants, removed the ability to end tenancies without a reason, and introduced new obligations around rent increases, pets, property standards and discrimination.
This handbook is written for self-managing landlords who want to understand what has changed, what they need to do, and how to operate successfully under the new rules. It is written in plain English. Where legal terminology is unavoidable, it is explained.
The handbook is organised into chapters that follow the natural lifecycle of a tenancy — from understanding the new framework, through day-to-day management, to possession and future planning. Each chapter includes practical guidance, common mistakes to avoid, and real-world scenarios.
How to use this handbook
If you are new to the Renters' Rights Act, read the handbook from the beginning. Chapters 2 and 3 provide the essential framework that everything else builds on.
If you have a specific issue — a rent increase, a possession claim, a pet request — go directly to the relevant chapter. Each chapter is self-contained.

What has fundamentally changed
Three changes define the new landscape for landlords:
- Section 21 "no fault" eviction has been abolished. You can only recover possession using Section 8 grounds.
- Fixed-term tenancies no longer exist. All tenancies are now assured periodic tenancies — they run indefinitely until ended by the tenant or by a valid Section 8 possession order.
- Rent increases are now controlled by a formal notice process. You can only increase rent once every 12 months using a Form 4 notice, and tenants can challenge increases at the First-tier Tribunal.
